Draft 2 must account for all possible benefits tangible and intangible. i.e. grants, donations, costs of lives saved, the cost savings associated with avoiding hospitalizations or incarcerations, etc. As with Draft 1 (attached), there will be no one single location to find the values associated with the program benefits. You will rely on publicly available resources.
