Introduction

A terrorist organization refers to a group of people who are engaged in the planning, preparing, fostering and assisting in the doing of radical activities (Chard, 2016). Some of the activities that may be considered terrorist-like include discrimination, assassination, arson, sabotage, violent acts, and kidnappings (Jackson, 2015). With the recent Mexican drug cartels becoming quite rampant, the Trump administration has proceeded to label these cartels as terrorist organizations. Citing that these cartels may have similarities to the already widely-known terrorist groups already in existence such as Al-Qaeda, The Hezbollah and ISIS is a big allegation. This declaration will proceed to create a drastic change in dynamics between people of Mexican descent and those in law enforcement. Therefore, this paper seeks to find out how classifying Mexican cartels as a terrorist organization will affect border and law enforcement operations.

Review of the Literature

Although most Mexican cartels are based in Mexico, they pose a security threat to the entire world. In the past, the border and law enforcement operations have been involved in securing the U.S borders from the possible entry of illegal immgrants (Payan, 2016). The border patrol agents also played an important role in facilitating any legal immigration of either people or goods into the country (Gravell, 2018). Secondly, they are also detrimental in ensuring that people and illegal goods are not brought into the country by the process of illegal trafficking. The law enforcement agencies and officials also play a vital role in ensuring that the American people are protected from the dealings of the cartels in the country.

The United States Customs and Border Protection, as well as the Law enforcement agencies have been following several policies and procedures to ensure that their dealings with the people coming through the Mexican borders are legal and regulated by law. The first policy that comes in handy is the Anti-Discrimination and Anti-Harassment Policy (Payan, 2016). In this policy, border security and law enforcement agencies are expected to ensure that they do not discriminate against the individuals who may be seeking asylum in the United States (Gravelle, 2018). This policy would be significant in ensuring that the people coming through the border are not favored or discriminated against based on their gender, age or possible disability while seeking to be citizens in the U.S. This policy also seeks to ensure that the border agents do not harass the individuals they encounter at the border (Salt, 2017). Harassment may come in many forms such as yelling, cursing, insulting and threatening the people they meet whether in private or public.
