The Medicaid which was initially known as Title XIX was designed to ensure that states finance healthcare for people that were categorized as those who needed public assistance using the federal funds. The bill was made into public law when President Johnson signed it. The enacted law was as a result of the social security amendments of 1965 as a unique way of helping the elderly as well as those who come from low-income families (Oberlander, 2015).
