a. Prior to NAFTA’s entry into the free trade agreement between USA and Canada in 1994, high tariffs, duties and quantitative restrictions existed between the two countries. However, after the enactment of this trade agreement, tariffs were slowly eliminated, and duties and other qualitative restrictions were also excluded except for those related to agricultural products (North American Free Trade Agreement [NAFTA], n. d.).
