Bottom line: you need to tie the Security of the environment to a PURPOSE. We do not “secure” our homes as an end to itself. We secure our homes for peace of mind because it deters and/or prevents burglaries…or it reduces reaction time to fires. Environmental security is in the U.S. national interest because it can reduce global competition for scarce resources: war is not in anyone’s best interest. That is a simple example and I am sure you can find more. Make sure you consider the elephant in the room. ALL climate predictions are based on Models. All of them. The Farmer’s Almanac is based on a weather model. These models are only as good as the assumptions and historical data upon which they are built. The Earth is a few BILLION years old. Humans have been civilized for about 7,000 years. We do not even have good weather records that reach back 500 years. So, we have to make assumptions. The way around this is to include RISK and CONSEQUENCE. The negative consequence of doing nothing far outweighs taking action–this is the way to argue. In simpler terms: only the fool wishes it away. The model may not be totally accurate…but can we afford to mess around with this? Probably not.  This is why the Threat must be tied to the Vulnerability, which can allow you to calculate both RISK and CONSEQUENCE. As an example, we pursue a policy of halting the proliferation of nuclear technology. While there is no historical evidence of anyone actually using nuclear bombs (except the U.S.) we absolutely cannot afford to take the RISK, because the consequences are staggering. One wrong move and World War III happens. This is why that punk in North Korea gets a lot of attention. We cannot afford the risk.  You must bring the same passion to Environmental Security and Climate Change: explain why, even with limited historical data and potentially flawed models, we cannot afford to risk the consequences. Katrina would be a powerful example: the flawed and broken levees and the warnings were ignored for decades. When Katrina hit…it wrecked New Orleans and they still have yet to fully recover.
